Prepared for Elections in Jammu and Kashmir, Centre Informs Supreme Court

Delhi, August 31: The central government conveyed to the Supreme Court on Thursday its readiness to conduct elections in Jammu and Kashmir without delay. Solicitor General Tushar Mehta, representing the Centre, indicated that the voter list update process has made substantial progress, with only a remaining portion being handled by the Election Commission.

Mehta informed the Supreme Court that three pending elections are on the horizon. Notably, the introduction of a three-tier Panchayat Raj system will initiate the electoral process, starting with Panchayat elections. The Leh Hill Development Council elections have already concluded, and those for Kargil are scheduled for September. Following these, there will be municipality elections, eventually culminating in Assembly elections.

Discussing the security situation in Jammu and Kashmir, Mehta highlighted a 45.2% reduction in terrorist-related incidents between 2018 and 2023. He also pointed out a remarkable 90.2% decrease in infiltration during this period. Furthermore, law and order issues, including instances of stone pelting, have diminished by an impressive 97.2%. Mehta emphasized that these figures are pivotal in determining the opportune timing for holding elections, as factors that law enforcement agencies consider.

Regarding the restoration of statehood, Mehta had previously mentioned during the Wednesday hearing that providing an exact timeline for its return is uncertain. He referenced the Home Minister’s parliamentary statement that the Union Territory status is a temporary measure due to the extraordinary circumstances being dealt with.
