Ladakh to Introduce Warrant of Precedence Following MHA Clearance

VoL Desk, August 02: Ladakh is set to introduce its Warrant of Precedence, following clearance from the Union Ministry of Home Affairs. The protocol list, which has already been approved by the Union Territory Administration of Ladakh, is awaiting final approval from the MHA, as per report.

The Warrant of Precedence will define the status of various officials and dignitaries in the region. It is expected to grant significant status to Chairpersons-cum-CECs of the twin Autonomous Hill Development Councils of Leh and Kargil, as well as their Executive Councilors and Councilors.

Since Ladakh became a Union Territory after its separation from Jammu and Kashmir, it has been operating with the existing protocol from its previous association. The new protocol will determine the hierarchy and status of various positions, including the Lieutenant Governor, Members of Parliament, Advisors to LG, All India Services officers (IAS and IPS), and officials from the Hill Councils, among others.

The Civil Services in Ladakh will also see changes, as their rules are expected to be defined soon. Currently, most Civil Services officers in Ladakh are posted from Jammu and Kashmir, including JKAS and JKPS officers. However, with the establishment of Civil Services in Ladakh, more opportunities will be available for local youth to become Gazetted Officers, and local officers will have greater chances of serving within the Union Territory.

Additionally, the proposal for the formation of the Ladakh Power Development Corporation is being considered by the UT administration. Various issues concerning Ladakh, including Statehood, Sixth Schedule status, two Parliamentary seats, and job opportunities, are being addressed by the Leh Apex Body and Kargil Democratic Alliance in consultation with the Union Ministry of Home Affairs.

Ladakh is soon to mark its fourth anniversary since its bifurcation from Jammu and Kashmir and its transformation into a Union Territory on August 5. While some matters have been resolved, others are still under discussion and negotiation.
