Stakeholder Feedback Invited on Draft State Energy Efficiency Action Plan for Ladakh

VoL Desk, June 30: Office of The Chief Engineer Distribution, Power Development Department (PDD), Ladakh, has issued a notice inviting feedback from stakeholders on the draft State Energy Efficiency Action Plan (SEEAP) for the Union Territory of Ladakh.

The draft plan was discussed and validated during a workshop held on June 12, 2023, at the Conference Hall of the DC Office in Leh, under the leadership of Shri Ravinder Kumar, IAS, Secretary Power, Ladakh Administration. Stakeholders from various departments participated in the validation process of the State Energy Efficiency Action Plan designed for UT Ladakh.

In accordance with this, the draft State Energy Efficiency Action Plan has been uploaded on the official websites of the Administration of the Union Territory of Ladakh (ladakh.nic.in) and the Ladakh Power Development Department (ipdd.ladakh.gov.in).

All stakeholders are encouraged to provide objections, comments, or observations within 21 days from the date of publication of the draft document. During the 26th session of the Conference of the Parties (COP26) to the United Nations Framework Convention on Climate Change (UNFCCC) held in Glasgow, United Kingdom, in 2021, the Government of India presented the five key elements (Panchamrit) of India’s climate action, which includes the target of achieving net-zero emissions by 2070 and sourcing 50% of its energy from renewable resources by 2030.

The State Energy Efficiency Action Plan for a specific state is developed by identifying focus sectors within the state and assessing the potential for energy conservation in sectors that are prominent in the region. The plan outlines short-term and long-term strategies, with the short-term plan covering a duration of five years and the long-term plan aiming to achieve significant energy efficiency improvements by 2030.

In FY 2021, Ladakh’s total final energy consumption (TFEC) amounted to 0.099 Mtoe, with oil accounting for 87.5% of the consumption, followed by electricity utilities at 12.5% and firewood at 0.1%.

Based on energy consumption and economic growth projections, the TFEC for Ladakh is estimated to reach 0.348 Mtoe by FY 2030. Transport, building, and industries have been identified as focus sectors based on these projections, and sector-specific strategies have been analyzed accordingly.

According to the International Energy Agency’s (IEA) World Energy Outlook 2021 report, India currently accounts for 6.1% of global primary energy consumption, a figure projected to rise to 9.8% by 2050. In FY 2020, India’s final energy consumption stood at 533.44 MTOE (based on domestic conversion factors), with coal and crude oil making up the largest share. India’s per capita energy consumption and per capita emissions are currently below the global average.
