MP Ladakh chairs meeting of DISHA to review progress of Centrally Sponsored Schemes in Kargil

Kargil, May 23: Member of Parliament Ladakh, Jamyang Tsering Namgyal today chaired a meeting of the District Coordination and Monitoring Committee (DISHA) to review the progress achieved under different Centrally Sponsored Schemes in the district.

Members of the committee including Deputy Commissioner/CEO, LAHDC, Kargil Santosh Sukhadeve, Councilors of LAHDC Kargil, Ali Chandan, Stanzin Lakpa, Stazin Chosgyal, Leela Banoo, Padma Dorjey, PO Wages MGNREGA/ACD Kargil, CEO Kargil, CMO Kargil, District Social Welfare Officer, ALC Kargil, AD Food, Civil Supplies & Consumer Affairs Department, Ward Member Zaheer Abass, heads of different departments besides other concerned officers were present during the meeting.

The MP took a detail review about the progress achieved so far under the flagship programs of the Central Government including Central Road Fund (CRF), Pradhan Mantri Gram Sadak Yojana (PMGSY), MGNEREGA, SBM, PMAY-Urban and Rural, NHM, Poshan Abhiyaan, Pradhan Mantri Fasal Bima Yojana (PMFBY) and other schemes.

ACD Kargil informed the meeting that under National Rural Livelihood Mission (NRLM), a total of 440 Self-Help Groups are actively functioning in the district and up to Rs 80,000 to 100,000 is the yearly income generation of every single SHG.

MP Ladakh directed the concerned officer to furnish a detailed list of every single beneficiary along their contact numbers and stressed achieving the target of Lakpati Didi under the scheme at the earliest.

He also sought details of winter-friendly public conveniences under SBM Gramin and Urban and directed to furnish a list of Individual House Hold Latrines (IHHL) beneficiaries both Urban and Gramin from 2014 to till date.

Under PMGSY, Namgyal informed the meeting that around 27 new roads have been sanctioned for Kargil. He directed Executive Engineer PMGSY to complete the tendering process of the roads within a week and also directed to submit a report within a week.

District Social Welfare Officer informed that around 4,273 old age, 246 widows, 97 specially-abled beneficiaries are availing benefits of welfare schemes except marriage assistance scheme.

The MP directed the concerned officer of Social Welfare Department to take up the issue of formulation of marriage assistance guidelines with the Secretary level and start providing benefits to the deserving beneficiaries. He also directed that at least 100 beneficiaries should get benefits of the scheme this year which will be reviewed in the next DISHA meeting.

Namgyal directed AD Food, Civil Supplies & Consumer Affairs Department to start an awareness campaign through videos dubbed in local language about One Nation One Ration Card. He also directed to conduct a survey of eligible beneficiaries to include it in Below Poverty Line (BPL) and Above Poverty Line (APL) list.

MP Ladakh also directed ALC Kargil to hold a meeting with BRO, Army heads, other labour recruiting agencies in the district to spread awareness about the minimum right of minimum wages skilled and unskilled labourers which is 750 and 450 respectively. He stressed that minimum wages should be paid to the labourers as per the law.

He directed CEO Kargil to furnish a detailed report of teacher’s attachment and detachment with specific reasons by tomorrow morning. The MP also directed the CEO Kargil to provide Mid-Day Meal for the feeder schools of CIBS in the district.

CMO Kargil informed the meeting that total of 1,43,000 health ID cards and 76,000 Golden Cards have been issued till date. MP Ladakh directed the CMO Kargil to start registrations at various blocks in a mission mode and register the remaining beneficiaries at the earliest.

Namgyal directed ACD Kargil to furnish a detailed list of beneficiaries under Awas Yojana from 2014 to till date and directed him to provide one toilet at JNV Kargil on priority.

MP Ladakh was informed during the meeting that around 29 cases have been identified this year under Prime Minister’s Employment Generation Programme (PMEGP) scheme and the cases have been sent to the bank for further process. The MP directed the concerned officer to hold awareness camps at far-flung areas of the district to aware people about the scheme.

Meanwhile, Namgyal directed all the sectorial heads of the respective departments to hold awareness camps at various villages in coordination with the DISHA committee and PRI members so that people get benefit of the scheme.
