Union Govt to establish 6 toll plazas in Ladakh; CEC Kargil terms it against public interest

LEH, DECEMBER 07, 2021: A committee chaired by JS (BR) has been constituted by MoD (BR) to finalize and Modalities of the revenue generation model through the collection of tolls from BRO roads and tunnels, announced a letter issued by Secretary Transport, UT Ladakh, Swagat Biswas on Monday.

In reference to letter No. 80095/DGBR/MoD/FriPp Coord dt 03 Dec 2021, the letter by Secretary Transport maintained that a committee chaired by JS (BR) has been constituted by MoD (BR) to finalize and Modalities of the revenue generation model through BRO assets.

The assets identified for revenue generation through toll plaza are NH1D Road Zojila-Kargil-Leh (ZKL) of 322 km, Road Nimmu-Padam-Darcha (NPD) of 259 km at Shinkhunla Pass in UT of Ladakh, and balance 38 km in Himachal Pradesh, Road Khaltse-Batalik (KB) 172.66 km and Road Leh-Chalunka (LC) 188.26 Km.

Proposed locations for Toll Plaza on the above-mentioned roads are Minamarg-10 kms from Zojila Pass on ZKL road towards Leh, Mulbek-39 km from Kargil on ZKL road towards Leh, Nimmu-After the confluence of Indus and Zanskar rivers on ZKL road towards Leh, Skurbachan village 11 km from Khaltse on KB road towards Batalik, Padam- 153 km from Nimmu on N-P-D road towards Darcha, and Khalsar 95 Km from Leh on L-C road towards Chalunka.

“It is requested to accord No Objection Certificate for establishment of Toll Plaza at the above-mentioned locations at the earliest for our onward submission of the same to Joint Secretary (Border Roads) and MoD (Border Roads) at the earliest”, the letter maintained.

Copy of the letter was sent to Deputy Commissioner Leh and Kargil while it seems that the LAHDC’s in both the districts were kept on the bay.

In response, the Chairman and CEC Kargil Feroz Ahmad Khan in a tweet from LAHDC Kargil’s Twitter handle appealed to take all stakeholders on board before issuing of any NOC.

“This is not in the interest of the general public of Ladakh. It is earnestly requested to the UT Admin, esp. Secy Transport @DvCom_Secretary to take onboard all the stakeholders before issuance of any NOC.” – HCEC @FerozKhan_Kgl, maintained the Tweet by LAHDC Kargil.

  1. Government should first make Highways in UT Ladakh at par with other highways of the country then impose tools tex…. How come they charge us for driving on our pony and yak trails.
