Skambo delegation meet DC Kargil over road dispute

KARGIL, OCTOBER 11, 2021: A delegation of Skambo village called upon Deputy Commissioner/ CEO LAHDC Kargil Santosh Sukhadeve over a dispute on the development of road to the village here today.

The delegation was comprised of Block Development Committee (BDC) Chairperson, Nambardar, Sarpanch, Panches, and village elders who met with the DC Santosh and appraised their issues.

Speaking to the Voice of Ladakh correspondent Sarpanch Akhone Mohammad Ali said, “our road was under construction by the PWD that was later assigned to the PMGSY. The development of the road was started from the endpoint instead of the entry point. The work on the road is completed from the end side while a small portion of around 5-7 marla has left on the entry point where there is a dispute as the land involved belongs to another village. When we sought reason from the landowners we were told that they are not compensated for the acquired land.

“We took the issue with the ADC and DC both regarding their compensation who referred to the Tehsildar. The Tehsildar made some progress in the paper works and assured that the dispute will be resolved and instructed the contractor to execute the work. The contractor resumed the work for a show-off and then again halted. We appraised the Tehsildar regarding the halt of work; we believe that the Tehsildar has neglected us in this process… Now the entry point of the road is blocked.

“Today public from the village met with the DC who assured that after due consultation with concerned authorities the issue will be resolved in 2-3 days.”

BDC Chairperson Murad Ali said that the road is their lifeline and for the last two years they are reverberating the issue to the administration that a small portion of the road is not being developed due to few people.

“Our road is as old as 40 years. The administration must pay off land compensation to the owners. We apprised the issue to the concerned officers but we were always betrayed”, said Murad.

“The (working) season has now ended and the contractor also has rolled out his equipment. The DC has now assured us to resolve the issue in 2-3 days”, Murad added.

“We must say that the district administration is lazy and not functioning well. We appeal to them to resolve our issues as soon as possible.”
