DC Kargil chairs CAPEX budget review meeting

KARGIL, APRIL 03, 2021: To review the status of physical and financial progress achieved under different schemes and works under the annual CAPEX Budget 2020-2021 besides to review the works proposed by different departments under the proposed CAPEX Budget 2021-2022, Deputy Commissioner and Chief Executive Officer, LAHDC, Kargil Santosh Sukhadeve convened a meeting of the concerned officers at Conference Hall Baroo here today. 

Superintending Engineer (SE), PWD Kargil Er Ved Prakash, Chief Planning Officer (CPO) Abdul Hadi, Chief Executive Officer Kargil Development Authority (KDA) Ghulam Mohiuddin Wani, Assistant Commissioner Development (ACD) Ghulam Muhammad, Programme Officer ICDS Nargis Banoo, Executive Engineers of R&B II, I&FC, Mechanical, PDD, PHE and other sectors, officers of Education, Health, Agriculture, Horticulture, Animal and Sheep Husbandry besides all other district officers were present in the meeting. 

The sectoral heads and officers of executing agencies informed the meeting about the annual expenditure with regard to their respective departments during the year 2020-2021. 

DC Santosh Sukhadeve reviewed scheme-wise expenditure status of Minor Irrigation, Flood Control, Housing, Non Functional Buildings (NFB), PHE, Urban Development, R&B, Mechanical, Agriculture, Horticulture, Animal and Sheep Husbandry, Fisheries, Forest, Soil Conservation, Cooperatives, DIC, Handloom, Handicrafts, Power, Tourism, KDA, Education, Youth Services and Sports, Degree Colleges, ITI, Health, Information, Labour, Social Welfare, Motor Garages, FCS&CA, MC, ICDS, Wildlife, Information Technology and other departments. 

The meeting was informed that more than 80% expenditure has been registered under the Engineering Sector which included among others 94% in Housing, 89% in R&B, 81% in NFB and 67% in PHE.

As regards to the progress achieved under Non-Engineering Sector, the officers concerned informed the Deputy Commissioner that more than 70% funds have been expended on various developmental works which included among others 100% expenditure under Soil Conservation, 97% under Power sector, 77% in Education and Health sectors, 74% in Agriculture and Horticulture and 71% under KDA.

The Deputy Commissioner instructed the district officers to ensure optimum utilization of funds during the current financial year and gear up their manpower and machinery to complete the developmental works within the stipulated timelines
DC Santosh Sukhadeve also took stock of the new works and schemes being proposed for the new financial year.

He stressed that the financial rules should be followed in letter and spirit while also ensuring that with the start of the new working season, the works are accelerated to create tangible results on ground. 

The Deputy Commissioner also asked the concerned officers to direct the contractors to ensure proper implementation of COVID-19 SOPs before start of work on different developmental projects including the testing and quarantine of the labourers.

The Assistant Labour Commissioner Kargil was also instructed to ensure fool proof registration of labourers while the AD Tourism Kargil was also directed to ensure registration and mandatory testing of all inbound tourists to the district.

The Deputy Commissioner also directed the Chief Education Officer Kargil to ensure proper implementation of COVID-19 protocols in schools across the district through designated inspection teams.
