Training on PFMS Begins in Kargil

KARGIL, MARCH 01, 2021: 3 day training programme on implementation of EAT/DBT Module of PFMS for Centrally Sponsored Schemes, Central Sector Schemes for concerned officers and officials of different departments organized by the Public Financial Management System (PFMS), State Directorate, UT Ladakh began at Conference Hall Baroo here today.

Program Officer ICDS, Nargis Banoo, Chief Medical Officer Kargil Dr Munawar Hussain Wazir, District Social Welfare Officer Kargil Aga Syed Jamal, Accounts Officer, PFMS State Directorate UT Ladakh Puntsog Angchok, Accounts Officer to DC/CEO, LAHDC, Kargil Ajaz Hussain, Assistant Accounts Officer Rishi Kapoor, other concerned officers besides hundreds of employees from departments of Health, Education, Social Welfare, ICDS, FCS&CA, Labour, Employment, Industries and other departments were present on the occasion.

During the course of the 1st day of the training programme, Master Trainers including Assistant Accounts Officer Rishi Kapoor and Operation Assistant, PFMS State Directorate J&K UT Hasibul Alam Lone enlightened the participants about different aspects of the PFMS online transition system.

The training today was held in two sessions where the trainers focused on different aspects of Expenditure Advance Transfer (EAT) and Direct Benefit Transfer (DBT) Module of PFMS in respect of Centrally Sponsored Schemes and Central Sector Schemes.

The participants were informed that PFMS being implemented by the Controller General of Accounts in partnership with the National Informatics Centre (NIC) is a Central Sector Scheme of the Department of Expenditure, Ministry of Finance, Government of India and it is a web- based online transition system for fund management and e-payment for implementing agencies and beneficiaries with the primary objective of establishing an efficient fund flow system for Government schemes , providing various stakeholders with a reliable, meaningful and effective Management Information System (MIS) and Decision Support System (DSS).

It was further given out that PFMS provides a platform for complete tracking of funds up to the end beneficiary and enable just-in-time transfer of funds in respect of Centre Sector (CS) and Centrally Sponsored Schemes (CSS), adding that it is aimed at establishing an efficient Fund Management System, establishing an effective Expenditure Information Network, reforms in the area of Public Financial Management and dissemination of information to citizens.
