COVID-19: Chairman DDMA Imposes Restrictions in Leh

Leh/ Dec. 31: Chairman DDMA/District Magistrate Leh issues order in connection with imposition of restrictions amid COVID-19 pandemic.

In view of emergence of new strain of COVID-19 and in pursuance to the Ladakh Disaster Management Authority order No. 28-DC(UTL) of 2020 Dated: 30-122020, I, Sachin Kumar Vaishya IAS in exercise of the powers conferred upon me as Chairman, District Disaster Management Authority under Section-34 of Disaster Management Act, 2005 as well as under Section-144 of CrPC, 1973 and Epidemic Act; the following arrangements are hereby ordered, read the order.

There shall be complete ban on all types of Social (including New year parties etc), Religious, Academic, Entertainment, Educational, Cultural, Sports (organisation of tournaments/sports training), Religious, Political functions/gatherings and other congregations without prior permission of the office of the undersigned. Further, in case of any permitted gathering(s), the ceiling imposed by Ladakh Disaster Management Authority shall be applicable i.e. 25 persons only or 50% of the hall capacity whichever is less in case of indoor spaces and 50 persons or 50% of the capacity of the space with social distancing (Refer to the point No. xix of Ladakh Disaster Management Authorities guidelines issued vide No. No. 28-DC(UTL) of 2020 Dated: 30-12-2020), said the order.

“Assembly of more than four (4) persons shall remain prohibited throughout the district.” The order added.

“Night curfew from 9 PM to 5 AM throughout the District shall continue to remain in force. Non-essential services shall not be allowed during this period without prior permission of the office of the undersigned.”

“General public shall continue to ensure usage of face Mask/cover, Frequent washing of Hands and practice of social distancing.

“However, all SOPs and directives as laid down by the MHA vide order No. 403/2020-DM-I (A) Dated: 25-11-2020, which stands extended upto 31-01-2021 shall be followed in letter and spirit.

“The Senior Superintendent of Police, Leh; Chief Executive Officer, DDMA (Addl. District Magistrate, Leh) and all the Sub Divisional Magistrates in their respective jurisdictions shall ensure implementation of above directives in letter and spirit.

“For notified Containment Zones within the district, the SOPs issued by MHA & Ladakh Disaster Management Authority shall be applicable.

“This order shall come into force with immediate effect and will remain in force till 31st January, 2021.

In the meanwhile, as per the media bulletin released by the Directorate of Health Services UT Ladakh last night, a total of 19 persons tested positive for COVID-19. Out of which 17 positive sample reports were received by CMO Leh and two positive sample reports were received by CMO Kargil.

The bulletin further details that UT Ladakh has discharged 12 patients yesterday. All the patients were discharged by CMO Leh. With this, the total number of COVID-19 active cases in UT Ladakh has gone up to 196; 185 in Leh district and 11 in Kargil district.

The bulletin further informed that 373 passengers were screened at KBR Airport Leh yesterday. While 71 passengers including the drivers and helpers of trucks, tankers, and light motor vehicles were screened at Khaltsi check post on Wednesday.
