Registrar Clarifies for Schedule Tribe Reservations in UOL Recruitments

VoL Desk, Dec. 27: In response to the numerous concerns expressed by Research Scholars of Ladakh regarding the reservation of positions in the recently advertised teaching positions at the University of Ladakh, the University Registrar issued a clarification in Notification No. Registrar/UOL/Leh/UC-1/20/2023 dated December 21, 2023, addressing the Schedule Tribe reservations.

In reference to the Advertisement Notice No. 06 & 07 dated 21.12.2023, the Registrar of the University stated, “this is for the information of all the candidates applying for the various Teaching and Non-Teaching posts in University of Ladakh that: The J&K Reservation Rules 2005 were made under the Jammu and Kashmir Reservation Act 2004 and amendments to J&K Reservation Rules was made by the Administration of UT Ladakh vide S.O. 14, dated 23/04/2020 in exercise of Powers conferred by section 23 of the J&K Reservation Act.”

“Section 2(n) of the J&K Reservation Act 2004 states ‘Scheduled Tribe’ means the tribes or tribal communities or parts of or groups within tribes or tribal communities as specified in the Constitution Scheduled Tribes Order,1989 made by the President under clause (1) of Article 342 of the Constitution of India.”

Therefore, in respect of UT of Ladakh Schedule Tribe means the Tribes as specified in the Constitution (Jammu & Kashmir) Scheduled Tribes Order, 1989.

Further, all candidates who had earlier applied for the post of Assistant Registrar have to fill fresh applications and fee paid for the same shall not be refunded as per norms.

Pertinent to mention that the Union Territory of Ladakh on April 29, 2020, had adopted a new roster for reservation in recruitment with significant changes in the quota for different categories by affecting amendments in the Jammu and Kashmir Reservation Rules, 2005. In the newly adopted roster for reservation, the quota for Scheduled Castes in Ladakh UT has been slashed from 8 percent to one percent while for the Scheduled Tribes, the reservation quota has been increased from 10 percent to 45 percent.
